You needed to balance Int, Str, AR, Armor, LoH/LL for bulk. 1H builds hit fast but weaker, often generated more LoH and allowed you to kite better, especially with primaries. 2H builds hit slow but hard and were more resource efficient. You had to balance crit chance, crit damage, weapon damage, +damage, and attack speed to maximize your damage. Incrementally upgrading gear isn't itemization, or at least all that's involved in itemization, it's progression and modern D3 probably does it best out of all current Diablo games.
